I believe the party’s leadership to be essentially pro-EU but in order to placate the the anti-EU factions on the back benches and among local activists, they have had to create nonesensical slogans like ‘At the heart of Europe but not run by Europe’, etc.
Hoping to change bits and pieces of the EU Constitution/Lisbon Treaty is, as you state, not a credible plan and the only way of avoiding the implications of the EU Constitution/Lisbon Treaty is through a UK withdrawal from the EU.

Our comparatively puny nuclear force was part of their arsenal and was never going to be used without their aid and consent.

I seem to remember that governments elected by proportional representation was a basic requirement for membership of Europe, and here we are 50 years later…

You buzz a few days ago made it clear the EU Treaty was not re-negotiable.
